It seems like most of the folks involved in full-time elected politics are in Congress (the House of Reps or the Senate), and those positions are not term limited - you can keep those seats forever as long as you win re-elections. If you're the president you've got a brutal nationwide campaign, the job is two 4-year terms (maximum) and you've got some pretty wide ranging responsibilities, all your actions are always under the media's microscope, and you are blamed for all the nation's problems (even though Congress is supposed to be making the laws that you carry out). Easy decision for a lot of political folks - if you're in the House or Senate in a 'safe' seat just keep running for re-election and life will be easy, don't even consider running for President.

You must not be in California. Here we have 'open' elections for all but the Presidential candidates. The primary list for each office is usually long and can include multiple Dems and Repubs. The top two, regardless of party affiliation, go on to the general election and the one with the most votes wins. Especially with 'open' seats it usually ends up being a Dem vs a Dem or a Repub vs a Repub in the general election.
