Yeah, it'll depend on the country. Here in the USA the construction unions bestow the title 'Operations Engineer' on someone who operates heavy construction equipment. The person on a fire engine crew who operates the water pumping system is known as a 'Fire Engineer'.

The flammability of crude depends on what type it is. The stuff they pump out of the ground here in Southern California has a VERY volatile component (besides methane) that will start a fire pretty quickly if it finds an ignition source. For a simple reference, the NFPA placarding for it is 3-3-2. It is heated for easier flow through transmission pipelines (it is kind of like syrup when it comes out of the ground), but in the refineries I've been in it doesn't get heated until it enters a refining process that requires the application of heat. The crude in your area of the USA or the world may vary.

For clarity, 'AFFF is Aqueous Fire Fighting Foam, its blended with water at a 5%-10%, so its primarily water, not a dry chemical. When used it looks like a thick, foamy soap sitting on top of the water/petro. Great on certain oil/petroleum processes to cover the solution with a blanket of foam to cut off oxygen to the fire. Its also used in automatic fire fighting systems on tanks to try and stop the fire when it first starts, on vehicle fires, other similar situations.
