  1. I thought there already was oodles of manufacturing going on to the west/northwest of Mexico City; maybe its underutilized? Not too sure myself about the rail systems in Mexico such as what come up to the USA/Mexico border, and how stuff gets across that (offloaded to trucks or onto USA-based rail carriers, which would be massively inefficient IMO). Anyway, Mexico City and the surrounding areas are a great place to visit, been there a few times over the years, especially like the areas eastward to Puebla and Veracruz.
