  1. Maybe they just need better regulations for well operation and closure? I'm in Southern California where there are plenty of wells in suburban areas that do not cause issues (although they are not fracking wells), also many closed wells (there is a process to do that to prevent cross-strata contamination or wells that repressurize and randomly burst up crude oil). He did make a brief mention the wells on highly urbanized Wilshire Boulevard in Los Angeles, good example.
