The US has played a minor role in this with South Korea doing all the heavy lifting. All these diplomatic engagement tactics were a cornerstone of the Moon Jae-In election campaign and they have followed through on it. Prior to the Olympics, the Trump administration was being belligerent but it was South Korea that brought the North into the mix. Sanctions have been put on North Korea before and they've never really affected their policies.

Northern Thai Garden Guy sanctions have been put on North Korea for decades and they never had an effect. All of a sudden, some more sanctions make North Korea begin peace talks? That doesn't follow logic and the history of North Korea. For decades, the international community has put sanctions on North Korea and most South Korean leaders have taken hard-line stances and refused dialogue. The difference right now is there is a South Korean administration who is willing to talk to North Korea and as equals. If I had to estimate, I would give 85% credit to South Korea, 10% to USA and 5% to China.

Ninpeg yes I gave 10% credit to Trump's administration. It's quite obvious that Moon's administration have been doing most of the work, as it should be, since it's mainly a Korean conflict. The US and China are side players in this. I basically give the US credit for not messing up what the South has been doing.

Ninpeg As far as having a capability to attack the US, the North is still able to do that, so none of these meetings affect that. Either way though, the North will never attack the US unless the US strikes first. The US trying to paint North Korea as an offensive threat to the US is not logical.
