  1. The root cause has nothing to do with the vaccine rollout: it's 100% caused by the Federal government's failure to build real quarantine facilities. There has been at least 1 new hotel quarantine breach every week for the last 3 months - Sydney wouldn't be in this situation if they'd started building quarantine facilities 16 months ago.

  2.  @Squashed8Ball  any border breach is a quarantine breach - it's all Federal government responsibility.
