Blinken is doing a reconnaissance and fact finding mission for the colonizers who will return to Africa with force. Treaties and rules be damned! Russia is the check mate to their schemes. African countries need to need beef up their military and seek out Russia, for weapons and training and military alliances to defend themselves against the aggressive colonizers.
