  12. The usa imports oil from India also. India was given special privilege to take oil to the EU as the EU needs this oil urgently. The oil price cap and its punitive measures do not affect India. Same way that Japan is exempt from the oil price cap measures because they depend on Russia's oil for its energy needs.
