  9. No. Any contract that has the price cap in it, Russia will not sell any oil to them. Russia has been giving discounts to China and India since early last year. The price cap is actually dividing the oil markets. The West will pay market prices and Russia's clients will get discounted oil. Oil prices will soon go over the price cap amount as Russia cut supplies this year.
