  5. Like Billy Goat, Musk is an agent of the USA government. They appear innocently as private philanthropists, but use their influence, and assets to further the USA foreign policy agendas. The WHO is majority funded by Billy Goat and the USA government combined. Therefore the USA owns WHO.
