  1. East Coast is a large area. it didn't rain everywhere and forest fires can survive through rain. They can smolder then flare back up after the rain is gone.

  7. the largest source of greenhouse gas emissions are the energy sector with the majority of that from the oil and gas sector- about 22% of emissions. Then transportation 13%. Learn. Education is not a bad thing.

Simple Google search leads to Stats Canada- first thing listed- and in Stats Canada it says the energy sector lead by oil and gas is the leader in greenhouse gas emissions. Simple search. Try it some time. Edit- also our govt is made up of large organizations from all levels. Unlike your tiny mind it is capable of focusing on more than one thing at a time. Not only do they look at emissions from the energy sector they do try to prevent and mitigate forest fires.
