  2. those buildings are private businesses....it would probably cost more to buy them out and convert them into condos then it would be to just build new low cost housing buildings. If a developer can build 10 towers on a piece of land then part of their approvals should be they have to build one building for low cost housing. After a few developments we would have a lot of housing for low income earners.
