  1. It’s because they’re easy to replace. Their degrees are not difficult or unique, and they can easily be replaced. You get paid based on how easy it is to find someone with the same qualifications. Teachers are important, but not hard to replace.

  2.  @joshuabushman7  Same for the shortage of nurses. Pack more kids into classrooms and save money on teachers. It’s not hard. I mean, you don’t really think teachers are hard to find? You only need a simple bachelor’s degree in any subject. That’s a very common qualification in the US. Nurses are everywhere as well. Just load more patients onto each nurse and save money on nurses.
