When you buy some thing with no title from a private party using cash (or trade) then you are operating outside of the governments system which is a form of peaceful anarchism / voluntaryism. No doubt a significant percentage of humanity is comprised of psychopaths, so yes, we will always have to deal with criminal gangs of some sort.
