  1. It's "private" in the sense that you cannot just walk into it. But it's a Central Bank. It's a National Bank. It's a Public Bank - "public" coming from the Latin term "publicum", meaning "state". It is the government of the banking sector. It is not "private" in the same sense that a capitalist would use. Having a Central Bank means you do not have a free market. This is why Marx was all for Central Banks in his Manifesto.
