It's because tens of thousands of ballots have been disqualified just this year because the signature didn't perfectly match the database. No evidence of voter fraud (as I'm sure you know), but the signature wasn't a perfect match, so they threw out the ballot.

Or, more likely, he got buyers remorse after value of the Tesla stock he was using to fund the purchase crashed by 30 percent. And the value of Twitter crashed. Which means he will have to sell off way more Tesla shares than he was expecting while also massively overpaying for Twitter.
