Once the government gains a certain level of money and power, the only way to avoid being chosen as a loser by that government is to offer it even more money and power, creating a downward spiral that eventually ends in the state choking out all freedom and economic activity. This is why you should not allow governments to seize emergency powers. Once the emergency is over, the tyrant finds a new excuse to make the emergency permanent. It's how Rome lost its republic, and it's been how America has been losing its republic.
