All large urban centers should be made into Districts like DC so they cannot politically interfere with the states around them and have no Congressional Representation like DC and limited self rule. The urban centers exist like parasites off the labor and resources of rural regions like something out of the Hunger Games, it needs to end now or the rural areas will end it the hard way by cutting off all food, potable water and power.
