  1. who do you think determined the circuits, it was not the judiciary. The 9th circuit is massive in all ways, it was formed when this region had a small population now it's 3 times as large as the next biggest population circuit making wait times excessive violating people's constitutional right to a speedy trial, for this reason even past dems have considered breaking it up into 3 new circuits. The 9th is also a giant waste of time legally since it is overturned 87% of the time, since the follow political ideology not legal viable precedent. The judges of the 9th constantly ignore congressional passed laws that conflict with their political beliefs, they are the ones clearly violating separation of the branches of government. in addition Congress should impeach some of the worst 9th circuit judges who are overturned 90% or more of the time.
