  1. Yes, they do send stocks higher. But the catch is most of the "big boys" are generally a few steps ahead of the FED. This means most of the moves from the interest rate cuts are already priced in before the FED officially does it. If you look at the stock market moves a few months ahead of the actual cut, you can see stocks moving higher.
