  1. Brooks tried to tase Rolfe while running away. If he was successful in incapacitating the officer, he could have grabbed his gun and killed both officers chasing him. He was trying to avoid arrest and it looks like he would do anything to achieve that. Rolfe is NOT GUILTY.
