For chip manufacturing, a high level of discipline is the key, and most Americans today don't possess it. They call it “forced labour" Taiwanese media reported on August 2 that TSMC claimed the production holdup at its Arizona facility was caused by a shortage of trained American labour and that they had sent staff from Taiwan to assist with the factory's development. Labour union officials in Arizona, on the other hand, criticised TSMC for exploiting this as a justification to bring in "low-wage foreign labour."

Vietnam is even more cautious. When the USS Ronald Reagan aircraft carrier visited Vietnam, the United States began to hype the upgrade of US-Vietnam relations with great fanfare. At that time, many voices commented on the matter, saying that the United States was wooing Vietnam to fight against China. Before China could react, Vietnamese Prime Minister Pham Minh Zheng and Vietnamese Foreign Minister Bui Thanh Son, who were visiting Beijing at the time, immediately stated their attitudes, saying that Vietnam regarded relations with China as its top priority. Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam, even publicly stated that China-Vietnam relations have always been Vietnam’s “top priority.”
