  1. I keep seeing this theme repeated. When Chinese, Russian, Indian, Brazilian and South African leaders meet other leaders, they talk business, constructive cooperation, etc. When Western leaders meet each other they talk about war and sanctions and punishment for imagined human rights or global rules violations.
