  1.  @apparition13  That's just another way of making my point for me. A given organization may shrink in physical assets (ships), but its bureaucracy will resist any attempt to shrink itself. That's classic government, and the Royal Navy has exhibited similar behavior in past decades.

  2.  @TheJuggtron  More admirals than ships is because of the growth of bureaucracy more than technology.
