Interesting that the ostensible reason for treaties is to prevent or reduce the risk of a war, but in many cases they are just another form of jockeying for position in advance of a war everyone figures is coming sooner or later. And trying not to wreck one's own economy in the meantime. Makes me wonder about the various treaties between the US, USSR, and other powers over nuclear weapons; are they at all effective, do the signatories actually believe they will work, and for how long?
