There was an idea during the Napoleonic War that the French were going to dig a tunnel under the English Channel and that the they could have used that to invade. To be fair to the French this seems to have been an English ideas which occasionally turned up when some newspaper editor wanted to increase sales. Not the sort of thing they'd do today, of course.
