  1.  @Mason-arc  The problem aint the "people" per say, but the enablers of the system, the only way to get rid of corruption is to stop the enablers and impose a cost on government, however if you attempt that you can end up in Jail or Dead, so the only option is Go where you are treated best, for less risk.
