(2/5) It is quite interesting that you are calling it fundamentally a morale issue - If so, then why are you simultaneously asking for hardcore reforms? Are the reforms merely to serve as "signals" then? The reforms were required even when the economy was doing well, say couple of years ago and before that... (3/5) If so, then these are 2 separate problems - one is actually The current problem (morale), and the other a solution (reforms) to a separate, larger problem. (4/5) What we then need right now, is to solve the "signal" problem and the real question is what the signal/s is. Will the 'announcement of reforms' be enough of a signal? If the pessimism is so high as you say, then I would doubt it. (5/5) Maybe it is best to be laissez-faire and wait for a new order to emerge - after all, if it is animal instincts we are talking about then the hungrier animal's instinct will do something about it eventually....
