One senses that the reason why 'encounters' disturb us at a fundamental level, is because of a deeper anxiety from possibility of escalation to full blown & unpredictable anarchy by the state -- state, the ultimate protector of us (or penultimate for theists). However, if Justice is as important as Liberty/Life or Equality (if not more), then in India, the Indian Judicial System is The Original Anarchist. We don't feel their anarchy's effect palpably because the very nature of this anarchy is insidious, slow and low key.
