While the analogy will break because the homes and land actually belong to the Kashmiri Pandits, Indian govt might as well follow the Israeli example and evict the current squatters/occupiers of the Pandit homes by force. That the PM Modi's govt. is not doing it is not really inexplicable (probably security) but Govt. should evict just the same even if the homes/land remains vacant.
