@PRINT Why not redefine the Gov's role as the power player of the center and a true keeper of the constitution's spirit. In a sense, it is evolution type pressure on the state govts. that need to always enjoy a full solid majority of loyal MLAs, else they have gubernatorial mechanism by which they will be eliminated...
