Here's another way to possibly look at the new Assam proselytization laws and the apparent disconnect between duration switching religions and switching back -- Religion and other birth derived variables like caste determine state-provided benefits. In-principle, a switch-out should trigger a check on Intent. A switch-back is reverting to default, lesser checks are warranted. (This simple argument needs to be thought through more in case of multiple/successive switch-outs and other complicating scenarios))
