  1. 1. Many Telecom companies didn't just shut down, they were acquired for pennies by these survivors, 2. These Telecom companies should have provisioned the fee in their balance sheets, 3. This CTC is basically advancing the "Too Big to Fail" & "Bailout package" (for private sector by Govt.) argument... 4. 0.4 or 0.5 or 1.76 L Cr sounds very huge but the avg annual revenue of telecom sector in India was 1.5 L Cr in last couple of FYs. And the payment has been outstanding since last many years (dues didn't start with these numbers)
