  4. 16:47 the Budapest Memorandum never had any teeth. Professor Gerdes channel read the thing out (it's pretty short considering the gravity of what the document did). According to the document, the ONLY recourse Ukraine had was to appeal to the United Nations if another country used nuclear weapons against Ukraine. That's it. There wasn't any stipulation regarding a conventional military invasion. Apparently, we were so focused on the recently ended Cold War and the Doomsday Clock that we figured any attack Russia would make would be nuclear... Or, we continued to naively think that treating Russia like a civilized country and including them in the Memorandum would eventually lead to Russia ACTUALLY becoming a civilized nation... And the survey says "X"
