  1. Russian military and political leaders known that Russia doesn't need a buffer zone because they know that nobody has any intention of invading Russia. The border in the Belgorod region is nearly completely unguarded DURING A WAR. If Russia thought they were at risk of being invaded, of needing a buffer zone, they wouldn't leave the border unguarded.
