Worse than laughing, it's encouraging him to think he can invade Estonia. Our inaction in 2014, in light of the Budapest Memorandum, is what led to the 2022 invasion.

Even recorded history has a shelf life of about 60 to 80 years or about 1 generation. Sure, it's written and we can read about it, but we forget the lessons after that shelf life.

@chrisviking7807 - I think complacency is the correct term. Western governments have forgotten that there are enemies out there who can and will do harm where they see weakness. Regarding Russia, the civilized world thought that since we don't want war with Russia, Russia doesn't want war with us. The thought process could be described as corrupt, but not planning for a proper defense is complacency.

@xenaflatout - You're basically correct. However, the Church Patriarch and Putin were KGB, not FSB. While, it's probably the same with the FSB, the saying about KGB was "once you're KGB, you're always KGB".
