  1. In fairness, ISIS has claimed attacks that thru didn't do. That said, since Russia had warning (the US warned citizens remaining in Russia of potential attacks), Russia allowed the attacks. This "allowed" theory is corroborated by Russian police taking over an hour to respond. To be fair, the "brave" Russian men are already in the military trying to conquer Ukraine. So, it's not unprecedented for police to not run into danger (remember the police officer or sheriff deputy who didn't respond to a school shooting despite being on scene). This was probably a legitimate terrorist attack that was facilitated or allowed by Russia.
