  2.  @edreynolds8721  he needed to get some of the unsure neocon voters on board. There were a lot of them back then. In doing so it converted millions of GOP voters into maga voters over the next few years. There was a large neocon mentality among the GOP voter base back then. Thank God there's not much of that anymore.

  3.  @jamesmorrow1646  because they weren't on board completely with Trump at that time and he needed them to be for party unity. Trump got them on board enough over the next four years enough to no longer have them need Pence. Didn't quite trust Trump in 2016 like they do now. Now they hate Pence and have embraced MAGA populism more or less.
