Have you looked at the network map of the German train system? It's far more complex than the relatively centralized net of France for example. Much more difficult to manage.

Practically impossible to implement trade protection limited to a single E.U. member country due to European Single Market: once a good is imported in the E.U. it can be traded freely across member state without tariffs.

You missed the demographic issues. There is now a lack of workforce in many industries (notably transport but also healthcare) as boomers retire and some retire early. It's difficult to grow if you don't have the necessary workforce.

Germany has one financial principle that many other countries don't follow: keep the state rich and the population poor (by taxing heavily). Germans have a surprisingly low net worth per capita, even compared to other European countries.

Networking infrastructure isn't built by the government in Germany, it's done by commercial players who make choices based on commercial viability. Half the blame goes to companies setting up shop in the countryside where connectivity is bad but taxes and salaries low.
