  1. I was bullied growing up and I would never advocate for getting the government involved ie making it a criminal offense but as Styx says. I was bullied, a friend of mine was systemically bullied cos, well, he had more conditions that me and looked the stereotypical spotty, beglassed, geek. He deserved formal protections, I just needed to grow thicker skin.
