Yes there are places you can take money from but not without significant backlash by whiners with a microscope put on them by presstitutes and their overlords. So given the importance of protecting the border along with provable judicial and political hindrance then this really is the best you can hope for regarding large scale border funding until 2020 imo.

I do agree that the cost per X unit of 'wall' (quotation because some people regard a modern wall as a fence seemingly) will be higher than if a bunch of Joe's got together to do it themselves. Tis unfortunately the nature of the beast, the beast being government in this case. So I would only be concerned if there was provable price gouging which I doubt Trump would be dumb enough to allow.
