Here's how I would do small business regulation. If you earn less than a million annually then you are classed as a small business and subject to minimal application of red tape. Earn over that and you enter the realm of Corporate Regulation. Now I am fully aware that his would cause people on the threshold to potentially hold themselves and their business back but meh. Modernity has shown us that Corporate lobbying is a menace unto small business. However that said I sometimes wonder if tying the threshold to the number of people employed would be better than earnings but then you'd get small businesses using machines/automation to stave off the threshold so I say KISS. Earn more than a million a year and your business becomes a corporation and is then subject to more stringent regulation.
