The garbage bin thing is the biggest cop out too. I don't know about this instant, but for years there were thousands upon thousands of RECYCLING bins. It's only the trash bins that are gone. People still want your cans and bottles. Recycling bins earn money. Trash bins costs money. At least where I lived... recycling was free but burnable trash had to go in special bags that you had to pay for. So there are recycling bins all over and no trash bins. News flash: These are functionally the same for terrorists. It's just a bad excuse to not want to have to take trash when most Japanese have been trained to pay for their own trash at their own home.
