Robert Oppenheimer didn't create Nuclear Weapons, he created the first Nuclear Weapon. The principle behind creating such a weapon was a normal scientific discovery of atomic fission. The weapon can be created by anybody given enough money, material and time. It's not that complicated.

@ProjectMorten Like I said, money, material and time. The reason that Los Alamos was so difficult is because they were running out of time. Any college radioactive laboratory in the world has been refining Uranium 235 at a small amount at that time. Give them enough time and enough Uranium, they will be able to develop a bomb. You need to go learn some math, pal. Or better, go watch the movie. It's said specifically in the movie that once the atomic fission phenomenon was discovered, any physicist in the world can build a bomb. But the key is that it's a race. Another difficulty at Los Alamos is the implosion bomb made out of Plutonium, which is very new and it's very difficult. But the original goal of making a bomb out of Uranium really isn't.
