There is a distinct difference when the avowed policies of a national govt are humanist, such as the British Empire's 19th century outlawing of international human slavery, or the US's emancipation of the slaves for example. As opposed to the authoritarian widespread murder & theft carried out by the USSR/Germans/Japanese. ALL societies have crime and criminals. So to say that troops of ANY nation stole/raped/murdered is a "given". Yes small numbers of criminals and psychopaths carried out crimes in ALL armies, including the US/British/Canadian etc, but troops of those nationalities knew that if they were found out by their own side they would be punished. In the USSR or nazi Germany it would get you a promotion. The major difference is when the national govt of a given nationality of soldiers openly excuses their actions, or even actively encourages it, such as with nazi racial policies, or communist governance that gave "carte blanche" to theft, rape and murder.
