  1. Apparently Russia can be neither REMOVED from the Security Council NOR the UN generally. Something in the founding Charter.

  2. The UN is only good at sanctioning and bullying SMALL, WEAK countries. When you have a major superpower, the UN cannot enforce what it itself cannot enforce on its own. Since it has no standing army all decisions are made by consent and without veto by the Permanent Five, the UN is useless.
