  1. How about letting bikes on sidewalks not used by pedestrians, like on long distance roads ? Or allowing bikes on one side of street on sidewalks and the opposite side is for pedestrians? Not in city with shops! Mandatory drivers ed for 6 weeks to get license must be over 14 ? No license under 16 w/criminal record ? Insurance, make kid put 100 a month in savings account! If he causes damage they lose it ! If they go till 16 they can use it to buy car ?
