It is correct to say that this is part of Putin's strategy. It's galling to think that anyone is surprised by this. He has no hope of winning anything as long as the west supports Ukraine so his only real option is to wear down that support over time... which he has lots of. It's natural that people would start to get tired of sending billions to some far off country when they don't really understand why and the matter continues to drag on but there is a solution for this if western governments had the spine to do it. Put 100-200K NATO troops on the ground in Ukraine, several destroyers and guided missile cruisers in the Black Sea and dare Putin to do something about it. In fact, if this had been done a year ago, this whole war would've been avoided.
