A point that isn't made often enough or strenuously enough is that it is NOT the Jeff Bezoses of the world who are going to be most at risk of shit like this... it's the small and mid sized business people. Companies like Amazon, Walmart, Facebook etc are global behemoths with unlimited resources to lobby against and fight policies like this. The smaller, 10, 25, 50 person companies DO NOT and like any government always does, it is the smaller, weaker targets who'll always get picked on because 1) they have less capacity to fight back and 2) there is a greater probability of success which gives the government more to brag about.
