  1. The answer to both questions at the end is a firm YES! Every penny of foreign held Russian money should be seized and confiscated along with every asset of an oligarch that we can lay our hands on. We should use this and take full opportunity to rebuild Ukraine into a prosperous and vibrant state right under Russia's nose. If this results in other rogue states not holding their wealth in dollars, so be it. It's their loss, not ours. As for the oligarchs, every dollar they have represents a dollar stolen from the Russian state and the Russian people so I have no qualms whatsoever about "stealing" it back. At the same time, we should make clear to the Russian people that we're prepared to do the exact same thing for them once the current governing clique is locked into cages or dead. We have an tremendous opportunity to both liberalize Ukraine and incentivize the Russian people into dispensing with the criminals who are holding them down. Maybe the thought of finally being able to live in a normal country and join the civilized world will spur them to action.
